here are some tools that can be used for textures.
Filter Forge
A plugin for Adobe Photoshop that includes a pack of filters that generates textures and effects.
All filters automatically support 16- and 32-bit modes in Photoshop, real-world HDRI lighting, bump and normal maps, huge resolutions and seamless tiling.
You can create new textures with this, and update other ones. Filter Forge can work as a Photoshop plugin or a standalone application.
Texture Maker
Texture Maker is a seamless texture generator.
It can create procedural and hand painted textures from scratch, remove visible seams from existing images, crop textures from photos by applying a perspective correction, render seamless tiles from structure sample patches and combine existing textures and height maps with realistic illumination.
